I think this video has terrific advice for teenage girls, especially the focus on what was called heavy petting when I was young.
That said, I first fucked when I was 16. Yes, I was too young but I seemed to know more about sex than my partner (whom, by the way, I am married to), and I think my eagerness for sex had a lot to do with the desire for intense touch. My first orgasm came in my sleep about a year later (I've continued to have them throughout my life, very, very nice). I never masturbated when I was a child, masturbated in an unsatisfactory way in my 30s, and only after getting a vibrator recently have I enjoyed masturbation.

It can be someone's hand on my neck, it can be from having my breasts fondled, it can be from looking at a sexually aroused man. It feels very different from feeling myself get wet and excited.
